Hokkaido’s severe winter events greatly affect the pedestrians’ mobility. Especially if the walkway surface is icy、 walking becomes difficult and unsafe. This is a simple fact、 and the risk of mobility difficulty is substantial in all community members. Road authorities take various approaches to minimize the risk、 but it further needs carrying out snow and ice control activities more effectively with full consideration of each activity’s effect and pedestrian needs. In seeking to promote more safe and often comfortable pedestrian environment for all community members in wintertime、 a primary purpose of this study is to explore more and better practice to understand how important the winter maintenance service level is in the mobility of pedestrians、 and strategic approaches to identify any effects of winter maintenance and pedestrian needs in detail and quantitative manner. |
