| Snowstorms frequently cause poor visibility on winter roads in Hokkaido. However、 drivers often have no choice but to drive in these adverse conditions、 which brings an annual toll of related traffic accidents. This paper therefore focuses on winter traffic accidents caused by poor visibility、 and summarizes the meteorological and other conditions prevalent when such accidents occur on national highways in Hokkaido. |
