The green space conservation system in Japan stems from the scenic zone system. The enactment of the Ancient Cities Preservation Act and the Act for the Conservation of Green Belts around the National Capital Region developed a system of conserving the existing green spaces in certain cities、 and expanded to cover cities throughout the nation. This developed into a nationwide two-stage green space conservation system consisting of the conservation of broad regions based on a notification system、 and conservation zones based on an approval system for pivotal parts. Furthermore、 the green space agreement system、 the system of green space management organizations and other frameworks to allow local people and NPOs to participate in green space conservation have been improved、 and relevant legislation、 such as the Landscape Act and the Act for the Maintenance and Improvement of Regional Historic Landscape、 has been developed. Recent discussions by the Panel on Infrastructure Development have pointed out participation of diverse entities、 utilization of existing stock and utilization of historical and cultural resources as future issues in policy development concerning green space conservation. There are high expectations for the role of diverse entities、 particularly NPOs、 to conserve precious remaining green spaces and enhance the effectiveness of green spaces as stock. |
